About Reach – Child Development Centers
Since 1959, REACH Child and Youth Development Society has served children with support needs and their families in Delta, Surrey, White Rock, and Langley, B.C. REACH is dedicated to building inclusive, accessible, supportive societies where all individuals flourish.
We offer a variety of programs and services designed to meet the needs of children birth through 25, to ensure their optimum growth and development. Whenever possible, children and youth are included in the goal-setting process. This approach empowers them and their families to make informed decisions that shape their futures, while highlighting strengths, honoring diversity and individuality, and enhancing their quality of life. By actively engaging in their own services, children and families build agency, fostering lifelong self-determination.

Core funding for many of these programs is received from the Ministry of Children and Family Development, BC Gaming Commission and the City of Delta. REACH Charitable Foundation Directors are responsible for raising additional funding for implementing REACH’s strategic directions and REACH Society Board of Directors oversee REACH’s programs, services and directions.
REACH understands the complex intersectionalities of race, gender, health, and disability. We are dedicated to supporting families and individuals who encounter disproportionate obstacles. Through our strategic plan, REACH works on dismantling systemic barriers, challenges cultural stigmas surrounding disabilities, and advocates for inclusive policies to promote societal change. REACH recognizes that justice for one group is intrinsically linked to the liberation of all, and that our world is a kinder and richer place when everyone belongs.

Each year over 1000 children benefit from programs and services at Reach Child and Youth Development Society. Our person and family-centered, individualized, and responsive approach means that families experience success and each child is given the opportunity to reach their potential.

Person and Family Centered
Our person and family-centered philosophy recognizes that the family is the major decision maker and constant in the child’s life and as such, we believe families should be in control and informed. We believe that the primary aim of good service planning is to enable and empower families.

Responsive
We believe that it is essential that services be flexible to meet the changing needs of children and families, and to respond to input from the community regarding those needs.

Experts in our field
We have brought together professionals with expertise and knowledge in a variety of areas including Early Childhood Educators, Speech Language Pathologists, Behavioural Consultants, Supported Child Development Consultants, Occupational Therapists, Infant Development Consultants, and others with extensive experience supporting families and children.

Grievance Procedure
REACH welcomes all feedback (both positive and negative) regarding REACH’s services. The form below was developed for families, persons served, partners and rights holders for the purpose of recording the nature of your concern/complaint. It is helpful for REACH to have a written record of the issues you identify to help ensure your concerns are clearly understood and thoroughly resolved.
- In the first step of the grievance procedure, every effort will be made to settle the dispute with the person involved. The person served, family member, partner, rights holder, or other external party (“the complainant”) will have the right to have an advocate present at such a discussion at any point in making or resolving a grievance.
- If not settled, or if has elements of significant impact, the REACH staff brings it to their Coordinator or Program Manager.
- Complainants are encouraged to complete the form no later than 30 days after the date on which they first became aware of the action or circumstances giving rise to the grievance so that the information shared is as clear as possible and that the issues of concern are resolved as quickly as possible. The date on the form will be the date of the grievance.
- The Coordinator or the Program Manager shares the completed Grievance Form with the ED.
- Wherever possible, within 10 business days of receiving the grievance at Step 2, the complainant, their advocate if one is present, and the Coordinator or Program Manager will meet to examine the circumstances, the nature of the grievance, and attempt to resolve the dispute. A history of the situation and investigation will be recorded on or attached to the Grievance Form.
- The Coordinator or Program Manager responds to the complainant in writing using the Grievance Form within 10 business days after the meeting. All attempts will be made at this stage to resolve the issues or achieve a mutually agreeable outcome.
- If the issue is unresolved, the complainant may present a grievance to the ED at Step 3 within 10 business days after the reply has been conveyed to them by the Coordinator or Program Manager.
- The ED at Step 3 will reply in writing to the grievance within 10 business days of receipt.
- Failing satisfactory settlement at Step 3, the complainant or their designate, may inform the President of the REACH Society Board of their intention to escalate the dispute to the Board of Directors. The Board will respond within 30 days and their response will be considered final.
- Step 4 may occur within 30 days after the ED’s reply to Step 3 has been received; or 30 days after the ED’s written reply was due.
- At this point, we hope the issues are resolved to all parties’ satisfaction. If issues remain outstanding, parties are welcome to speak as a last resort with the Ministry for Children and Family Development (MCFD). From the MCFD website: If there is no resolution, call 1 877 387-7027 and ask to speak to a complaints specialist.
Reach is a CARF Accredited Agency
Reach Child and Youth Development Society has received a three year accreditation from CARF, an international organization that sets standards of quality of service. We have received the accreditation for our Child and Youth Services Programs and our Respite Program. This means that we have been recognized as providing responsive, high quality programs and services that meet the needs of the children and families in our community. Consistent with CARF standards, Reach develops annual outcome goals that are based on the input we receive from the community and families we serve. Our current outcome goals are the following:
Funding and Fundraising: Reach will never be constrained because of lack of funds and will obtain funding adequate to meet the priorities in its three year plan.
Well Designed & Expanded Programs and Services: Ensure Reach’s range and capacity of services offered meet identified needs of children and families in the community to increase quality of life and support their children to meet their full potential.
Staff Capacity: Maintain high quality staff and increase the number of well-qualified staff to deliver current and new programs and services.
Community Awareness/Access: Ensure families in the South Fraser Region are aware of Reach programs and services and are not restricted to access by any barriers.
Advocacy re Government Policies: Ensure Reach advocates on behalf of children and families in the development of government policy and priorities.
